League umpires shall be appointed annually by the UIC, with the approval of the President. The UIC shall be responsible for their assignments and for their actions on the field. The UIC will be responsible for scheduling Umpires for all games. The UIC will not umpire games*, but oversee the umpires he has active on fields.Further he shall be responsible for insuring that the conduct of the Umpires is appropriate, and shall have the authority to appoint and train the Umpires so selected. The UIC will be appointed annually by the President, and compensated annually by the league for his service.
The UIC shall, during the playing season, observe the conduct of the managers, coaches, players and umpires, and report it’s finding to the President. It shall at the request of the President, investigate complaints concerning managers, coaches, and umpires, and shall make a report thereof to the President.
The UIC is the first contact for managers and coaches for rule clarifications, and game disputes.The UIC works as the “middle man” to the division director's/leaders who then may rely on the league President if a final decision is to be made.
In the event that a protest is adopted, the President, UIC, and another league officer will comprise the sub-committee, referred to as the Protest Committee. The purpose of this sub-committee shall be to review all protest from any manager or coach,and decide on the same, and to establish all rules and regulations concerning such protest.
*Rule book series 9.00 to 9.05 also detail the umpires discretion and duties, and areenforceable.
*In the event that a Roger Allen manager or coach becomes ejected in the regular season or playoffs, current league President protocol is for a one game sit-out by the ejected manager or coach. This game follows the ejected game, and the manager or coach may not sit in the dugout, do the scorebook, or coach the children for this game.
*In emergency situations, the UIC is available for on-field umpiring as a “fill in.”
