It is the philosophy of Roger N. Allen Baseball to provide instructional, recreational baseball programs to their participants. To do so effectively, there must be balance among the teams in each division of the league. The divisions will run at their best when the available talent is spread evenly across each team and competitive balance is created.
The primary tool for accomplishing this balance is the annual player draft. Given the importance of league balance and the central role of the draft in creating that balance, it is necessary to insure that the draft is a fair and open process. The league uses a player evaluation process where team managers and coaches rate the players' skill level based on their observations during the course of the season. A uniform evaluation form is used to record these evaluations. Therefore, it is critical for all team managers to take the time to submit their team evaluations at the end of the season. The President collects and compiles the evaluations and creates a Player Evaluation Drafting Report. However, due to the fact that we don't always get 100% participation from all the managers the evaluations are not totally complete. Therefore, a tryout for children ages 8 to 12 will conclude after sign-ups, with all the managers present able to observe, and give player ratings. If enough player evaluations were provided from the prior season, each player per division will be evaluated and given a rating of (5 to 1) with 5 being the highest. Hopefully competitive balance can be achieved by giving every team the opportunity to draft players whose skill level has been more thoroughly assessed.
The Draft rules below are designed and intended to ensure that competitive balance is created among the teams in every division. The President and league officers will arbitrate any disputes arising in the draft. The President determines resolution of disputes. These respective parties will have the final say on determining the specific division level for each player regardless of the player's age.
Majors, BM and LM Draft Rules
1. Eligibility. All registered players of the association ages 6 through 12 are eligible to be drafted. The league is divided into five divisions: Majors 70- ages 12 and 11, Majors60- ages 10 through 12, BM - ages 9 through 12, LM - ages 7 through 10. Nine-year olds are not eligible to be drafted into the Majors division. Eight-year olds are not eligible to be drafted into the BM division. All eligible players must be drafted into their pre-defined division.
NOTE: Player exceptions at any age can be made at the parent's request on the registration form or if the President determines that the player's skill level should be at a lower or higher division level. No player can be excluded from a division if approved by the President. Commonly exceptions made by the President are not in moving a child up, but in moving a child down a division.
2. Administration: The President and at least one other league officer will attend each division's draft. The President will run the draft. League officer’s act as a facilitator for the draft. 3. Attendance. Its manager and one coach only will represent each Team at the draft. If the manager is not able to attend, he may appoint a representative to act in their place. If no one is able to attend from the team, the President or officer will be appointed to draft for the team. The date of each division draft is to be posted on the league website at least 30 days prior to the event. 4. Process. Each team will draft every year (assuming team openings need to be filled) with only the returning team players, and Manager and Coach's children pre-assigned to a given team. These players will be assigned draft order slots as detailed in Rule 9. Each league officer will determine the team draft order in conjunction with the President. This order is based on prior years standings, with the worst record division team picking first in the draft. The draft will be held in rounds "serpentine fashion" using the draft order in all subsequent rounds until the draft is completed. If two teams have identical prior year records, a coin flip is used to determine appropriate draft order. Teams in each division will be comprised of one manager and one primary coach. 5. Draft materials: The President will provide every manager at try-outs with a Player Report (and hopefully evaluations from the prior year) of all registered players. If a player evaluation report is included, it will provide the manager the requested division level for each player, and a final player rating from the child’s prior year team manager. * It is imperative that all children attend try-outs. No permission from a manager or coach is permitted for a child to miss try-outs. This eliminates early round selection of above average players who did not attend try-outs. If a player misses the tryout, that player may not be selected in the first four rounds of the draft! League President is the only officer that may allow permission of a child to miss try-outs. League Managers and Coaches should monitor early round selection of a child who did not attend try-outs.
6. Majors & BM specific process: As stated in item #5 all registered players will be assigned to a preferred division level that has been approved by the President. All players assigned to a specific division must then be drafted in that division. During the draft there are no exceptions to this process. After the draft, Managers can request for a player division change. This request must be submitted via e-mail to the President and subsequently reviewed by the Officers. If approved the player will be moved to the appropriate division only if there is an opening in the division
7. Majors & BM Teams. Each team shall draft a maximum of 11 players. However, at the time of the draft 10 player teams may be drafted depending on the number of teams. Eleven player teams are preferred with the twelfth spot being held for late sign-ups.
8. LM Teams. Each team shall draft/place a maximum of 13 players. This number can be modified by action of the President to meet the needs of the league. 9. Manager's Options. The child of the team manager will be placed on the parent's team (protected pick). These assignments will be made by the President in conjunction with the officers prior to the start of the draft when the team Manager and Coach are identified (each manager must have at least a coach). The President will confirm the player options draft positions with the managers. Normally all teams receive a first round pick, then the Manager's child must be taken in round two, and Coaches child in round three. Coach's Options. Each team is entitled to one coach's option. The child of the coach will be placed on the team the parent is coaching (protected pick). Where the coach's option slot has already been filled by the Managers option, the next open slot will be assigned. *Protected Picks carry forward from prior years as long as the player is still on the team. A player, who was a protected pick from a prior year's draft, always stays a protected pick, and is counted towards the two allowed protected picks per team. This rule eliminates stacking within the league when new Managers & Coaches take over a new team.
*The second coach (assistant coach) has no official protection for their child in the draft. It is important however for draft procedures to have a goal of extending a courtesyť to the team of the assistant coach. However, the child of the assistant coach is capable of draft by any team, in the event that this child is a stud, and it is apparent of team loading. For this reason it is encouraged to select the assistant coach's child as the first drafted pick. 10. Siblings: A drafted player, who has a sibling (brother pick), must be claimed by the same team. The brother pick is not considered a protected pick. The selected round will be determined by the President. There are two exceptions to this.
The first involves a written parental request, approved by the President before the draft, that the siblings not be placed on the same team. In this case, the sibling will enter the draft and be taken at any team's discretion as an unencumbered player.
The second pertains to situations where a team is exercising a Manager's option and is drafting a sibling. In this instance, the sibling will be selected with the pick determined in the same manner as the option. Where the proscribed slot has already been taken e.g. sibling would be 3rd round pick based on ranking but another optioned player has already filled that slot, etc. then the next open slot will be used.
11. Late sign-ups: Player assignments will be made in order of receipt of registrations and assigned sequentially to teams in their drafting orders per requested division.
President's has final say on any and all draft day decisions. All decisions during draft will be made in the best interest of the league, and to balance the teams. Please assist us in keeping the draft process a professional experience.
